Consumer Protection; authorizes action on behalf of governmental entity for damages caused by violation of specified provisions; provides for waiver of civil penalties if restitution is made for actual damages to governmental entity; provides exemptions from regulation under certain provision for certain activities regulated by PSC; reenacts specified provisions to incorporate amendments to federal law in references thereto, etc. Amends Ch. 501.
