Medically Essential Electric Service; provides definition; requires electric public utilities to provide medically essential service under specified circumstances; provides procedures for certification of medically essential utility service; authorizes utilities to disconnect service under certain circumstances; provides for notice to customers, payment for service & monitoring of customers; provides for identification of sources for funding purposes, etc. Creates 366.15.
