Capital Case Staff Attorney Program; creates Capital Case Staff Attorney Program; provides for statewide distribution of capital case staff attorneys; provides for assignment, including assignment to other appellate districts, as needed; provides for selection, supervision, & duties of such attorneys; prescribes qualifications; provides for costs, expenses, & training; provides reporting. Creates 43.201-.209. APPROPRIATION: $480,000.
