Rural Electric Cooperatives; authorizes cooperative bylaws to permit voting by limited proxy for certain purposes & under certain circumstances; provides criteria & limitations; prohibits voting by general proxy; provides procedures & requirements for appointing limited proxies. Amends 425.09.
