Final Compensation/Vesting; redefines term "average final compensation" to be average of 3 highest fiscal years of compensation & term "normal retirement date" to mean attainment of 5 years of creditable service; provides for funding of revision of system by this act; revises contribution rates; provides finding of important state interest. Amends 121.021.
