Solid Waste Management Facilities; requires applicant for permit to construct or modify said facility to notify local government of filing of application; requires publishing of application; provides for electronics recycling grants; provides that grant funding shall be used for certain demonstration projects; provides for DEP to conduct comprehensive review of certain waste reduction & recycling goals & other related legislative requirements, etc. Amends 403.707,.71851.
