Utilities Authority; codifies, repeals, amends, & reenacts special laws re Escambia County Utilities Authority; provides legislative intent; declares authority to be independent special district; restores words inadvertently omitted in preparation of HB 1517, which was enacted as chapter 97-364, Laws of Florida; repeals obsolete provisions; deletes gender-specific references; provides district charter.
