Capitol Security Commission; creates Capitol Complex Security Commission; provides for membership; defines term "capitol complex"; provides for powers & duties; provides for application of rules adopted by commission which are in conflict with chapter 281, F.S.; relieves DMS of certain responsibilities. Creates 281.401. APPROPRIATION.
