West Florida Regional Library Dist.; (Escambia Co.) creates said district; provides for acquisition, construction, reconstruction, improvement, operation, maintenance, & financing of public library system for citizens of Escambia Co. & City of Pensacola; provides for library services beyond district boundaries; provides that governing board shall serve without compensation; provides prohibition against levy of taxes for library purposes by certain local governments, etc.
