Education Funding; creates "K-20 Funds Flexibility Act"; authorizes Commissioner of Education & Secretary of Education to transfer funds from identical fund sources within budget entities; deletes computation & use of average daily attendance factor in determination of annual allocation to each school district for operation; deletes obsolete provisions re pilot of Advanced International Certificate of Education Program, etc. Amends 236.081, 240.116.
