Protection of Manatees; requires notice to counties where manatee protection zones or manatee speed zones may be imposed by Fish & Wildlife Conservation Commission; provides for establishment of local rule review committees; clarifies commission's authority to provide comments to permitting agencies re protection of manatees; requires that commission develop measurable biological goal to define manatee recovery, etc. Amends 370.12, 372.072, 327.41.
