Tobacco Settlement/Proceeds; requires Governor, in consultation with Attorney General, to report by date certain on status of tobacco settlement agreement & formula for calculating annual payments; requires Comptroller to request information from tobacco industry which are used to calculate annual payments & to verify such information; requires Comptroller to notify Governor, Senate, & House of Representatives of any overpayment or underpayment, etc. Amends 569.21.
