School Bds. & Local Govts.; requires local governments & district school boards to enter into certain interlocal agreements; requires state land planning agency to provide certain model agreements; requires submittal of such agreements for review by state land planning agency, Educational Facilities Office, & SMART Schools Clearinghouse; revises certain site planning & selection criteria; provides exceptions, etc. Amends 163.3177, 235.19,.193; creates 163.31776.
