Motor Vehicle Dealers/Franchises; prohibits licensees from withholding proposed transfer of motor vehicle dealer's franchise agreement under certain circumstances; provides conditions & guidelines under which licensee may disapprove proposed change in executive management by motor vehicle dealer; prohibits unreasonable withholding of such approval. Amends 320.643,.644.
