Broward Co./Surface Water Management; requires that licenses & permits for surface water management activities issued by any special dist. or municipality in Broward Co. be renewed or recertified every 5 years to ensure design level water quality treatment & flood protection; provides that existing licenses & permits that exceed 5-year period be brought into compliance; exempts South Fla. Water Management Dist. from provisions of act; provides for future repeal, etc.
