Governmental Reorganization/Finance; establishes Office of Chief Financial Officer; creates Dept. of Financial Services; limits campaign contributions from certain persons to or on behalf of Treasurer or Chief Financial Officer; limits campaign contributions from certain persons to or on behalf of Comptroller or said officer; abolishes Banking & Finance Dept. & Insurance Dept., etc. Creates 17.001, 20.121; amends 627.0623, 655.019; repeals 20.12,.13.
