Counsel for Children/Pilot Program; creates as pilot program Office of Counsel for Children in tenth regional district of CFS Dept. to represent legal interests of children in out-of-home care pursuant to court order; places office in Legal Affairs Dept. for budget purposes; provides that child may not waive right to counsel supplied by office; provides that office is substituted for department in dependency cases when appointed by court, etc.
