Homestead Property/Elderly Housing; constitutional amendment to allow counties to exempt from taxation increase in assessed value of homestead property resulting from constructing living quarters for parent or grandparent of property owner or owner's spouse who is 62 years old or older; limits amount of such exemption to increase in assessed value resulting from such construction or 20% of total assessed value of property as improved, whichever is less. Amends s. 4, Art. VII.
