Motor Vehicle Insurance; increases certain limits of financial responsibility; specifies effect; clarifies exception; provides additional exception to requirement that minimum of 2 months' premium be collected to issue policy or binder for motor vehicle insurance; revises provisions for charges for treatment of injured persons. Amends 324.031,.032, 627.7295,.736.
