Emergency Services & Care/Health; revises definitions re emergency services & care provided by hospitals & related facilities; revises provisions re hospital service capability & access to emergency services & care; establishes program under agency to reimburse health care facilities & practitioners for cost of uncompensated emergency services & care; provides requirements for health insurance policy coverage of said services & care, etc. Amends FS. APPROPRIATION: $50,000,000.
