Performance-Based Permitting Act; creates "Florida Performance-Based Permitting Act"; establishes said program for regulated activities under specified provisions; requires DEP to consider compliance history of permit applicants; provides relevant compliance history criteria; provides for burden of proof re civil violations; provides conditions for permit denial or conditional issuance of permit, etc. Amends Ch. 403, 161.041, 373.413.
