Schools/Reading Instruction; provides legislative intent re required reading instruction; requires each public elementary school to develop & implement programs for reading & literacy development in kindergarten through grade 4; establishes program to encourage training of teachers in reading development; provides guidelines for selecting reading programs; provides criteria that reading programs must satisfy, etc.
