Governmental Reorganization; provides exception to departmental structure requirements; deletes reference to Banking & Finance Dept. & substitutes Financial Services Dept.; creates Financial Services Dept.; specifies Chief Financial Officer as head of dept.; redefines terms "early stage technology business" & "qualified distribution"; specifies emergency powers of Agriculture Commissioner; creates "Florida Firefighters Occupational Safety & Health Act", etc. Amends FS. APPROPRIATION.
