Water Resources; revises provisions re water reservations; provides for selection & duties of independent scientific peer review panel; authorizes water management districts to require use of uncommitted reclaimed water under certain circumstances & with certain limitations; requires that conclusions of reuse feasibility study be considered in analyzing feasibility of providing reclaimed water for reuse, etc. Amends 373.223,.250, 403.064.
