Water Resources; requires local governments to include projected water use in comprehensive plans; revises procedure for fixing & changing rates to include recovery of costs of alternative water supply facilities; provides for water conservation guidance manual; provides for public workshop on development of regional water supply plans that include consideration of population projections; allows for limited transfer of water, etc. Amends FS.
