Sentencing/Capital Cases; provides for sentence rendered by jury in capital case to be mandatory sentence rather than advisory sentence; authorizes court to review sentence of death by jury; amends provision re prohibition on sentencing mentally retarded defendant to death; conforms provisions to changes made by act, etc. Amends 921.141,.137.
