School District Governance; authorizes creation of school district charter commissions in each school district; provides purpose of commissions to study & recommend changes to school district governance; provides for appointment of members; provides for submission of recommendations & for referendum approval; provides procedure for election of district school board chair by countywide vote in school district with appointed district school superintendent, etc.
