Interlocal Cooperation Act of 1969; provides procedures for approval of transfer of powers between local governments & legal entity for acquisition of water or wastewater facilities serving residents outside jurisdiction of members of legal entity; provides for alternative compliance with s. 4, Art. VIII of State Constitution; declares legal entity government authority under certain circumstances; provides for retroactive application, etc. Amends 163.01, 367.081.
