Access to Emergency Medical Service; creates "Access to Emergency Medical Services & Care Act"; provides requirements for contracts between providers of emergency services & care & governmental contractors for purpose of providing said services & care; requires Risk Management Div. of DOI to compile annual report & submit it to Legislature; provides requirements pertaining to presuit investigation of medical negligence claims, etc. Creates 766.116; amends 766.102,.203, 768.13.
