Commission for the Blind in DOE; provides that commission is agency head of Blind Services Div.; requires division to develop & implement state plan for vocational rehabilitation services & independent living services; creates children's program; repeals provisions re issuance of permits for soliciting funds on behalf of blind persons, etc. Amends Ch. 413, 20.15, 553.512, 1013.38.
