Putnam Co. Development Authority; provides for codification of authority's special acts; amends, codifies, & reenacts authority's special acts; provides for membership of authority; authorizes Co. of Putnam & its incorporated municipalities to contract with authority; prescribes authority's powers & duties, including power to issue & validate revenue anticipation certificates; repeals all prior special acts re authority.
