Inst. of Human & Machine Cognition; establishes Florida Institute of Human & Machine Cognition at West Florida University; requires State Board of Education to enter into agreement with not-for-profit corporation for governance & operation of institute; provides that corporation shall act as instrumentality of state; authorizes board of directors to secure liability protection; provides for assumption of responsibilities of corporation by said university, etc. Creates 1004.447.
