Judges/Annual Service in Court; constitutional amendment to require judges of District Courts of Appeal to perform annual service in circuit court or county court, to provide penalties for judges who do not perform such service, & to authorize Legislature to provide additional penalties by general law. Amends s. 4, Art. V.
