Driver Training Schools; requires persons or entities operating driver training schools to obtain authorization to do so, instead of license; revises powers of HSMV re rules & contractual agreements for enforcing provisions re said schools; provides for biennial renewal of authorization to conduct school; prescribes prerequisites for ownership of school; provides for certification of instructors; prescribes fees; provides certification period, etc. Amends Ch. 488.
