Military Affairs; provides editorial changes in provisions which specify composition of militia; designates Adjutant General as head of Military Affairs Dept.; provides additional authority of Governor as commander in chief of militia of state; provides that persons declaring intention to become citizens may be members of Florida National Guard; revises provisions re organization of said guard; amends provisions re pay & expenses for troops, etc. Amends FS.
