Unpaid Taxes/Sale of Certificates; authorizes county tax collectors to conduct sales of tax certificates for unpaid taxes by electronic means; provides for compliance with certain provisions, governing tax collections, sales, & liens; provides requirement for public access; provides authority to tax collector to receive electronic deposits & payments; redefines term "non-ad valorem assessment". Amends 197.432,.3632.
