Elections; revises & provides duties of Secretary of State as chief election officer; requires uniform statewide voter registration application to contain notice to first-time registrants about required ID prior to voting first time; provides registration requirements for applicants who register by mail & who haven't previously voted in county; requires use of computer printout as precinct register at polls, etc. Amends FS.
Effective Date: 01/01/2004 except as otherwise provided
