Government Employees; requires DMS to issue invitation to negotiate for purpose of establishing state term contract to conduct review of certain agency contracts; authorizes DMS to contract with vendor to provide personnel info. system; deletes 5-year employment requirement for certain recognition; deletes requirement that DMS consult with Executive Office of Governor & Legislature re compensation & classification program, etc. Amends Ch. 110, 215.92,.93,.94, 216.011.
