Juvenile Justice; exempts certain authorized agents of Juvenile Justice Dept. from competitive solicitation requirements re purchase of commodities & services by state contract; clarifies that court may continue to retain jurisdiction for juveniles beyond specified age under specified circumstances; authorizes child's participation in specified court hearings by telephone or video teleconference; provides for retroactive application, etc. Amends FS.
