Second Primary Election; eliminates second primary election; repeals provision re holding of special elections in conjunction with second primary election, to conform; amends & repeals specified provisions to conform. Repeals 100.091,.096, 102.014(4)(c); amends Chs. 97, 98, 99, 100, 101, 103, 105, 106.
