Public Swimming Pools; requires such pools to be enclosed by barrier; establishes additional safety requirements; requires inspections; provides administrative penalty for violations; provides for application; authorizes licensure of portable pool used for certain purposes re scuba diving. Creates 514.0305; amends 514.031.
