Coastal Redevelopmental Project; defines term "local hazard mitigation strategy"; provides additional requirement in comprehensive plan concerning hazard mitigation; provides presumptions re whether extension of date of buildout or phase in areawide development plan constitutes substantial deviation; provides local planning authority for certain municipalities in certain charter counties, etc. Amends Ch. 163, 186.515, 288.975, 369.303, 380.06.
