Contaminated Site Rehabilitation; extends application of risk-based corrective action principles to all contaminated sites resulting from discharge of pollutants or hazardous substances; provides conditions under which further rehab may be required; clarifies who may apply for tax credits; allows tax credit applicants to claim credit on consolidated return up to amount of consolidated group's tax liability, etc. Creates 376.30701; amends 199.1055, 220.1845, 376.30781.
