Psychotropic Medications; specifies that parent's refusal to administer psychotropic medication to child shall not constitute grounds for CFS Dept. to take child into custody; provides exceptions; requires district school board policies to prohibit personnel from recommending use of psychotropic medications for students. Amends 39.401, 1006.062.
