Rural Hospitals; revises term "rural hospital"; provides exemption for statutory rural hospital or not-for-profit operator of rural hospitals from certificate-of-need review for construction of new or replacement facility; excludes infants born in certain family practice teaching hospitals from assessments used to fund Fla. Birth-Related Neurological Injury Compensation Plan, etc. Amends FS.
