Drycleaning Solvent Cleanup Program; defines term "nearby real property owner" re protection & restoration of lands & surface & ground waters; provides additional legislative findings re drycleaning facility restoration; exempts certain real property owners & nearby real property owners from liability for damages arising from contamination by drycleaning solvents in certain circumstances, etc. Amends FS.
