Charter Counties/Ad Valorem Tax; specifies that certain charter counties are not prohibited from limiting, by referendum, amount of revenue raised from ad valorem taxes under certain circumstances; excludes certain ad valorem tax revenues; provides limitations; requires such counties to adopt resolution identifying certain programs & associated required revenues for certain purposes, etc. Amends 200.071.
