Lands/Acquisition & Conservation; revises requirements for appraisals when acquiring state lands; provides conditions under which state-owned lands may be considered nonconservation lands; revises requirements for sale of surplus lands; provides conditions under which lands titled in name of water management district may be made available for purchase through surplusing process, etc. Amends Chs. 253, 259, 373, 260.016; repeals 253.84, 259.0345.
