GENERAL BILL by Richardson

High School Graduation/FCAT; delays graduation requirement that students earn passing scores on grade 10 FCAT; provides that certain students who were denied standard high school diploma during 2002-2003 school year shall receive such diploma; requires DOE to study failure rates of certain students on grade 10 FCAT & develop recommendations & comprehensive strategy to improve performance on test, etc. Amends 1003.43, 1008.22.
