Primary Elections; eliminates second primary election; amends provisions re restrictions on changing party affiliation between primary elections, to conform; revises references, to conform to elimination of second primary election; establishes ranked-choice or "instant runoff" voting process for primary election; requires previously certified voting systems to meet new certification requirements by date certain, etc.
